I confess that I'm basically canon-blind on Riku. I've heard 'about' most of the Kingdom Hearts characters, but I've only really carefully looked at Larxene and the other members of the Organization. And, knowing that I'll probably forget to mention this on Monday, I thought I'd slip in and drop off a comment.
I don't have much CR with Riku, but I've caught a few glimpses of him here and there in key plot posts. The voice you use is very consistent and relatively easy to decipher. The personality displayed is definitely consistent and I haven't seen any glaring inconsistencies anywhere so far in my time at Asgard. Riku has been a nice sort of side-addition, another relatively cynical voice added in the wings, and his commentary has been enjoyable to read.
Overall, while I don't know Riku that well as a character, I can't complain about your portrayal at all. It's a coalesced, discernible and sensible character voice, and it's well maintained. I enjoy reading him when I get the chance. *thumbs up*

I think part of the reason why you don't know what to do with her might be that you haven't done anything with her, if that makes any sense. Sometimes it takes some experimentation and going out on a limb to figure out the best path for a character in a game, but you can't do any of that if you don't tag and try to get the character involved with things you think the character might get involved in. And also, follow through a little - don't just stop after a few rounds of comments. Keep going and see where the threads might lead.
In Mitsuru's case, there are plenty of things she could reasonably be expected to be involved in, such as exploring the strange city that appears in the Gemini district during the 13th hour, assisting the NPC scientists and her father in research about this place, seeking to continue her education at the local university, and of course she has several friends here already that she can spend time with and theoretically should be talking to regularly, even if it's only to tell Akihiko not to injure himself being reckless. She's got loads of opportunities here! Maybe too many, since it might be hard to pick out which ones you want to pursue, but that's where CR and seeing what directions castmates are going might help. For example, not too long ago, Minako was proposing reforming SEES for the purpose of exploring the place that appears in Gemini - maybe Mitsuru wants that too? Or maybe she wants to focus on working with her father? I'm sure the mods would be more than happy to give you suggestions and help figure out her placement if you were to tell them you wanted to get her involved in the research side. Maybe she might even work as a liaison between the scientists and others. She knows how to disseminate information and to organize and command, after all.
And in terms of things you started to do with her, well... I think following through might help you find a sense of place, too. For example, a while ago on that apartment introduction log, you had an apartment entry here, but you never continued any of the threads past the first few tags. Places like that offer a great opportunity for building some new CR and expanding on existing CR to see what direction it's likely to head, which can also help you in figuring out what to do with a character.
Don't worry about how late a tag is. Plenty of people are more than willing to backtag for quite some time. And also don't worry too much about her voice - her tags have read ICly to me.
So really, my advice comes down to the following: get Mitsuru involved in things and follow through on your threads, even if you wind up tagging slowly.
